- Qualitative achievements of CNAAS Implementation of weather index insurance logistic in the central and south regions of Senegal Strong growth of the membership from the 2nd year Growth and enlargement of CNAAS’s portfolio of products and customers Creation of a community of partners around the index insurance program (Insurance Regulator, State and private agricultural suppliers, Data Providers, Met Agency, Producer’s Organization, Research Institute, NGO’s, Reinsurers, Banks and MFI’s, etc.)
- Constraints in Agriculture Insurance Development High need for information and awareness towards farmers High cost of developing an rural insurance network Rain gauge network not sufficient to cover all farmer Lack of infrastructure (e.g. meteorological stations) for index insurance Relative high loss adjustment cost in classical insurance Active involvement of stakeholders: ANACIM (weather), DAPSA (statistics), CERAS (research), Farmer, etc. Reinsurance availability for new products/programs
- Projections in the future Scaling up agriculture insurance to all agro-ecological regions Increase number of partner organizations (Donors, MFI’s, NGO’s, etc.) regarding scaling up agricultural insurance Extending index insurance to other important sectors for Senegalese food security (e.g. rice and livestock) Combining data from remote sensing and meteorological stations Using mobile phone technology for agricultural insurance program management
