Average Prices of Goods & Services | Dec 2016 Average Prices of Goods & Services | JAN 2017 Introduction The General Authority for Statistics is pleased to submit the monthly bulletin on the averages price for all population of the Kingdom of Saudi Arabia, which contains the following tables : I. Average prices and monthly, quarterly and annual changes for all cities. II. The most prominent relative changes monthly. The Survey includes the 16th cities from which prices are collected, namely, (Riyadh, Makkah, Al-Madinah, Jeddah, Taif, Al-Hafuf, Dammam, Tabuk, Abha, Buraidah, Hail, Ar’ar, Sakaka, Al-Baha, Jazan and Najran). The General Authority for Statistics hopes that this bulletin would be useful for its users and welcomes any constructive feedback, views and proposals put forward by the users so that we can further develop the work of The General Authority for Statistics. Average Prices of Goods & Services | Dec 2016 Average Prices of Goods & Services | JAN 2017 Preface Markets of the Kingdom of Saudi Arabia witness active commercial movement by all standards, where consumer, intermediate and capital goods are traded therein at all stages of sale, whether they are primary (wholesale) or secondary (retail sale). And, of course, this growing movement in the Saudi market inevitably ought to see some changes from time to since this movement is also the result of a number of important variables such as supply, demand, social mobility and the changing of consumer pattern and behavior from time to time in addition to other factors. Such social mobility is also accompanied by speed and flexibility because it happens in a Saudi market characterized by openness to the world’s most important and impressive markets. Thus, clearly there is a need to reflect the clear and precise image of the movement of prices in the markets of the Kingdom. Seeking to draw a clear-cut picture of what is happening in the markets of the Kingdom of Saudi Arabia, the General Authority for Statistics has prepared a number of indicators to monitor the movement of goods and services’ prices and their changes arising from time to time in the retail market (cost of living index) and the wholesale market (index of wholesale prices), according to a particular methodology for each of them. And since that the prices collected for the goods and services involved in setting up the indices of cost of living, and the indices of the wholesale prices are carried out in accordance with the particular controls of the methodology of each, including the way in which to identify the basket of goods and services as well as the specifications of goods, there was a need to follow-up to the movement of prices of goods and services in the market based on a different statistical style and approach characterized by flexibility and comprehensiveness titled “Average Prices in Saudi Arabia” in response to the need of a large number of users who wish to obtain the prices of some goods directly without the use of those prices to calculate another indicators, except the rates change from time. The following suggestions/proposals refer to the most prominent features of the methodology for this program and the main guidelines of its implementation plan. 4

Average Prices of Goods & Services | Dec 2016 Average Prices of Goods & Services | JAN 2017 Clarifications on the Average Prices Program The Kingdom of Saudi Arabia's average price program aims at the publication of the prices of retail goods and services and their changes from time to time, concerning a list of goods and services of interest to the consumer, where their specifications are determined accurately in order to calculate their average prices within every sole city and at the level of the Kingdom as a whole. In the light of the importance of a comprehensive coverage of all regions of the Kingdom in order to show the average prices in a way reflecting the actual reality of regular change, the collection of prices from the capitals of the administrative regions will be undertaken by The General Authority for Statistics 's branches and from another (3) additional cities in each of them will be the General Authority for Statistics s office, so the Survey would cover (16) cities in the Kingdom. These 16 cities themselves are the one included in the program of the cost of living index. Willingness that the program’s list of items receives the attention and interest of the users and meets their requirements, there items have been selected after a review of the most important goods and services by use at the request of the users and based on the guidance of the cumulative experience of the staff in the CDSI’s “Price & Index Statistics Division” in the area of researches related to prices. The number of goods and services which have been selected as a first phase of the average prices program amounted to (161) goods, distributed as follows: (*) A number of goods can be added in future by the need of the Survey’s users. 5

Average Prices of Goods & Services | Dec 2016 Average Prices of Goods & Services | JAN 2017 Pricing process requires of the items involved in the average prices program requires the exact definition of the specifications of every commodity including all important pricing factors such as the trademark (brand), weight, type, size, source of the goods and any other specifications which may affect the price, since its negligence leads the price collectors to price the goods and services of varying specifications in terms of quantity and quality from time to time, from sale outlet to another and from one city to other. Therefore, there will be a difficulty in the calculation of average prices for each item at the city level and at the level of the Kingdom as a whole. This is what we don’t wish to be happened, for we are only interested in calculating (measuring) the change of prices from time to another for the same goods, quantity and quality. A special manual of standard specifications of the goods has been prepared in which the product and unit are defined and supported by photos of each item included in the basket of average prices goods. 6
