  2. 1026 ‫ الربع الثالث‬- ‫النشرة الربعية إلحصاءات التجارة الخارجية‬ Quarterly Bulletin of the Foreign Trade Statistics - Third Quarter 2016 FOREWORD The Ministry of Development Planning and Statistics (MDPS) is pleased to publish the “Quarterly Bulletin on Qatar Foreign Merchandise Trade Statistics, Q3 2016”, comprising quarterly data on imports, exports, re-exports, and trade balance. The bulletin presents detailed statistics of the foreign merchandise trade of Qatar by commodity and partner country. Quarter-on-Quarter (Q-o-Q) percentage changes are also provided. Thus, it is worth mentioning that accurate and timely statistics on merchandise trade are an important source of information about the pattern and pace of economic activity in Qatar. The importance of the official statistics on foreign merchandise trade is attributed to the fact that such data are a pivotal tool to measure the change in the stock of material resources of the country resulting from the physical movement of goods inside and outside Qatar. The merchandise trade data are a major input used for compilation of Balance of Payment and National Accounts. In addition, they are considered an essential piece of information to decision makers in the private sector, as well as to government. Moreover, they are important to support policies and decisions as governments use foreign trade data to support negotiation of international trade agreements. The Ministry of Development Planning and Statistics also places on record its deep thanks and gratitude for the sincere efforts of the providers of statistical data included in this bulletin; namely, the General Authority of Customs and export trading companies. Moreover, MDPS hopes that this publication would receive the approbation and praise of all stakeholders and provide a good insight on the subject. In conclusion, MDPS confirms its non-stop keenness and commitment to development.   4. 1026 ‫ الربع الثالث‬- ‫النشرة الربعية إلحصاءات التجارة الخارجية‬ Quarterly Bulletin of the Foreign Trade Statistics - Third Quarter 2016 Foreign Merchandise Trade-Highlights Foreign Merchandise Trade Balance: In Q3 2016, Qatar recorded a merchandise trade balance surplus (difference between total exports and imports) of QR 24.2 billion, down from QR 39.5 billion in Q3 2015. Total Exports: In Q3 2016, the value of Qatar’s total exports (including exports of domestic goods and re-exports) amounted to QR 51.5 billion, decreased by QR 16.4 billion (24.1%) compared to Q3 2015 total exports of QR 67.9 billion. o The Q3 2016 year on year (Y-o-Y) decline in total exports was mainly due to lower exports of Mineral Fuels, Lubricants and Related Materials by QR 12.0 billion, Chemicals and related products nes. QR 3.2 billion, and Machinery and Transport Equipment, QR 0.9 billion. Imports: The value of Qatar’s imports in Q3 2016 was QR 27.3 billion; decreased by QR 1.0 billion (3.6%) compared to Q3 2015 imports of QR 28.3 billion. o The Q3 2016 Y-o-Y decrease in imports reflected decreases in Machinery and Transport Equipment by QR 1.0 billion, and Manufactured Goods Classified Chiefly By Material by QR 0.4 billion. In the other hand increases was recorded in Miscellaneous Manufactured Articles by QR 0.8 billion, Food and Live Animals by QR 0.1 billion. Major Export/Import Partners: During Q3 2016, Asia was the principal destination of Qatar’s exports and the first origin of Qatar’s imports, representing 71.2% and 30.0% respectively, followed by the European Union, accounting for 11.0% and 28.3% respectively, and the Gulf Cooperation Council, with 8.8% and 15.5% respectively. In Q3 2016, the value of Qatar’s total exports (including exports of domestic goods and re-exports) amounted to QR 51.5 billion, showing a year on year (Y-o-Y) decrease of QR 16.4 billion (24.1%). However, on a quarter on quarter (Q-o-Q) basis the increase was QR 2.0 billion (4.0%); (Table 2). The Q3 2016 Y-o-Y decrease in total exports was mainly driven by a decrease in Mineral Fuels, Lubricants and Related Materials of QR 12.0 billion (21.7%), Chemicals and Related Products n.e.s. QR 3.2 billion (40.3%), and Machinery and Transport Equipment by QR 0.9 billion (43.0%); (Table 2). Within Mineral Fuels, Lubricants and Related Materials, decreases were recorded in Gas, Natural And Manufactured by QR 10.5 (24.1%), Natural gas, whether or not liquefied by QR 8.6 billion (27.9%), Liquefied propane and butane, and other gaseous hydrocarbons, n.e.s. by QR 1.9 billion (15.0%), and Petroleum, Petroleum Products And Related Materials, QR 1.5 billion (12.6%); (Table 3). Among Chemicals and Related Products n.e.s decreases were recorded in Organic Chemicals by QR 1.0 billion (56.9%), Plastics In Primary Forms by QR 1.0 billion (28.8%), Polymers of ethylene, in primary forms by QR 0.8 billion (27.8%), and Other Chemical Materials and Products, including Fertilizers QR 0.8 billion (41.3%); (Table 3). Among Machinery and Transport Equipment decreases were recorded in Other Transport Equipment, QR 0.8 billion (93.8%) and Power Generating Machinery And Equipment by QR 0.2 billion (62.2%); (Table 3). In Q3 2016, Y-o-Y increases were recorded in Food and Live Animals by 12.9% and Miscellaneous Manufactured Articles by 4.8%; (Table 3). In Q3 2016, Mineral fuels, lubricants and related materials accounted for 85% of total exports, while Chemicals and related product the remaining 9%, of which Manufactured goods classified chiefly by material for 3% of total exports, and the remaining 3% corresponded to Other goods; (Graph 2). 6|Page

In Q3 2016, around 97% of exports were concentrated in ten headings (4-digit level) of the HS code related to mineral fuels, plastics, aluminum, organic chemicals, and fertilizers; (Table 4). The Q3 2016 to Q3 2015 decline in total exports reflected decreases mainly in Petroleum gases and other gaseous hydrocarbons by QR 10.5 billion (24.1%), Petroleum oils & oils from bituminous minerals etc. (crude) , QR 0.9 billion (9.9%), Petroleum oils & oils from bituminous minerals etc. (not crude), QR 0.6 billion (20.8%), Polymers Of Ethylene, In Primary Forms by QR 0.8 billion (27.9%), Mineral or chemical fertilizers, nitrogenous, QR 0.8 billion (47.4%), Unwrought aluminum, QR 0.1 billion (5.5%),and Hydrogen, rare gases and other nonmetals , QR 0.3 billion (58.7%). On the other hand, increases occurred mainly in Insulated Wire, Cable (Incl. Coaxial Cable) Etc.; Optical Fiber Cables by 112.5%, Angles, Shapes & Sections of Iron or No alloy Steel by 90.0%, Soap, Organic Surface-Active Products/Preps For Soap Use by 36.4% and Aluminum Bars, Rods And Profiles by 27.3%; (Table 4). 7|Page

Imports 2.1 Analysis of imports by SITC rev.3 in Q3 2016. In Q3 2016, the value of Qatar’s imports was QR 27.3 billion, showing a Y-o-Y decrease of QR 1.0 billion (3.6%). However, on a Q-o-Q basis the imports decreased by QR 2.1 billion (7.3%); (Table 2). The Q3 2016 Y-o-Y decrease in imports was mainly driven by decreases in Machinery and Transport Equipment of QR 1.0 billion (7.3%), and Manufactured Goods Classified Chiefly By Material of QR 0.4 billion (7.7%); (Table 2). Within Machinery and Transport Equipment, decreases were recorded in Road Vehicles, Vehicles Including Air-Cushion by QR 1.2 billion (31.4%), Machinery Specialized For Particular Industries, by QR 0.8 billion (57.4%), General industrial machinery and equipment n.e.s ,.by QR 0.7 billion (28.4%) and Telecommunications And Sound Recording And Reproducing Apparatus And Equipment by QR 0.1 billion (11.9%). while an increase was registered in Power generating machinery and equipment, QR 1.1 billion (146.2%), and Other Transport Equipment QR 0.7 billion (44.1%); (Table 5). Within Manufactured goods classified chiefly by material main decrease was recorded in Non-Metallic Mineral Manufactures, n.e.s., by QR 0.2 billion (20.8%) and Iron and steel by QR 0.1 billion (7.8%). On the other hands increases was registered in Textile Yarn, Fabrics, Made-Up Articles, n.e.s., And Related Products by 7.8%; (Table 5). Within Crude Materials, Inedible, Except Fuels decrease was recorded in Metal lifers Ores and Metal Scrap by 0.2 billion (21.0%), and in Other Crude Materials of Section 2 by QR 0.2 billion (19.0%); (Table 5). Imports of a selected group of construction materials decreased by QR 0.3 billion (10.7%) during Q3 2016 compared to Q3 2015, while it decreased by QR 0.1 billion (3.3%) compared to Q2 2016. Year on year decreases were mainly registered in Tubes, pipes and hollow profiles, and tube or pipe fittings, of iron or steel, Non-metallic mineral manufactures, n.e.s. and Lime, cement, and fabricated construction materials (except glass and clay materials). On the other hand, increase was recorded mainly in Pebbles, gravel, broken or crushed stone, of a kind commonly used for concrete aggregates, for road metalling or for railway or other ballast, shingle and flint and Other materials of Iron and Steel; (Table 7). In Q3 2016, Machinery and transport equipment accounted for 44% of the imports, Manufactured goods classified chiefly by material 16%, Miscellaneous manufactured articles 16%, Food and live animals 9%, Chemicals and related products 8%, and the remaining 7% corresponded to other sections of SITC such as Beverages and tobacco, and Crude materials; (Graph 3). 8|Page

In Q3 2016, twenty five headings (4-digit level) of the HS codes, related to transport equipment, machinery equipment, Parts of Balloons Etc.; Parts of Aircraft, Spacecraft Etc., turbojets, turbo propellers & other gas turbines; parts thereof, iron ores and concentrates, articles from iron and steel, insulated cables, pebbles and stones, medicaments, and furniture, accounted for around 49% of the imports; (Table 6). The Q3 2016 Y-o-Y decrease in imports reflected decreases mainly in Motor Cars & Other Motor Vehicles for the Transport of Persons, QR 0.7 billion (30.2%), Parts Of Balloons Etc.; Parts Of Aircraft, Spacecraft Etc., by QR 0.5 billion (35.7%), Tubes, Pipes & Hollow Profiles, Of Cast Iron, QR 0.2 billion (57.0%), Motor Vehicles for The Transport of Goods., QR 0.2 billion (36.1%), and Insulated Wire, Cable (Incl. Coaxial Cable) Etc.; Optical Fiber Cables, QR 0.1 (22.4%). On the other hand increases occurred mainly in Turbojets, Turbo propellers & Other Gas Turbines; Parts Thereof by QR 0.5 (150.8%) and Boards, Panels, Consoles Etc. With two or More Electronic. Apparatus for Switching Etc. by QR 0.1 billion (24.9%); (Table 6). 9|Page

Foreign Merchandise Trade by Economic Zones 3.1 Major trading partners in Q3 2016. In Q3 2016, Asia was the principal destination of Qatar’s exports and the first origin of Qatar’s imports, representing 71.2% and 30.0% respectively Among Asia, Japan was the major destination of the exports with QR 9.9 billion (a share of 19.2% of Qatar’s total exports), followed by South Korea with QR 7.7 billion (15.0%), and India with QR 6.9 billion (13.5%). On the other hand, China was the principal origin of the imports with QR 2.8 billion (10.3% of Qatar’s imports), followed by Japan with QR 1.7 billion (6.1%) and India with QR 1.2 billion (4.4%). The foreign merchandise trade balance with this economic area amounted to QR 28.4 billion, i.e. 117.7% of the foreign merchandise trade balance surplus registered in Q3 2016, while the total trade (i.e. exports plus imports) amounted to QR 44.8 billion (56.9%); (Table 8). During this period, exports to Asia were dominated by liquefied natural gas (LNG), crude oil, condensates, propane, butane, naphtha, polyethylene, aluminum alloys, urea whether or not in aqueous solution, unwrought aluminum (not alloyed), methanol, anhydrous ammonia, polyethylene, and vinyl chloride (chloro ethylene). Imports from Asia comprised principally vehicles, telephones for cellular networks, semi-milled or wholly milled rice whether or not polished or glazed, portable digital automatic data processing machines, electric cables, machinery with a 360 degree revolving super structure, air conditioning machines, tubes, pipes and hollow profiles, drilling machinery for oil wells, jewelry of gold, and machinery for heat exchange units. In the second place was the European Union, with 11.0% of Qatar’s exports and 28.3% of Qatar’s imports Within the European Union, the United Kingdom was the major destination in Q3 2016, reporting exports of QR 1.8 billion (3.5% of Qatar’s total exports), followed by Italy with QR 1.2 billion (2.3%) and Spain with QR 0.5 billion (1.1%). Imports from Germany were at the top of the European countries with QR 2.6 billion (9.7% of Qatar’s imports), followed by Italy with QR 1.1 billion (3.9%), and the United Kingdom with QR 0.9 billion (3.5%). In Q3 2016, the foreign merchandise trade balance with the European Union showed a deficit of QR 2.1 billion i.e. 8.5%, while total trade amounted to QR 13.4 billion i.e. (17.0%); (Table 8) Exports to the European Union were mainly of liquefied natural gas (LNG), polyethylene, Methanol methyl acetylene phenyl, halogenated olefins, helium, melamine, aluminum alloys, hexanes, dichloromethane (methylene chloride), biodegradable bags and sacks, mixed alkyl benzenes & mixed alkyl naphthalene. Imports from this economic area included principally vehicles, parts of airplanes or helicopters, medical solutions, parts for turbo jets or turbo propellers, tubes, pipes and hollow profiles, road tractors for semi-trailers, iron ores & concentrates, centrifugal pumps, for liquids, drilling machinery for oil wells, and panels for a voltage. The Gulf Cooperation Council (GCC) occupied the third place accounting for 8.8% of Qatar’s exports and 15.5% of Qatar’s imports Among the GCC countries, United Arab Emirates (UAE) was the first partner country reporting exports of QR 3.1 billion (6.1% of Qatar’s total exports) and imports of QR 2.3 billion (8.5% of Qatar’s imports). Exports to UAE were followed by the exports to Kuwait with QR 0.8 billion (1.5%) and Kingdom of Saudi Arabia, QR 0.4 billion (0.7%). Imports from Kingdom of Saudi Arabia with QR 1.0 billion (3.8%) and Oman with QR 0.4 billion 10 | P a g e

The foreign merchandise trade balance with the GCC countries registered a deficit of QR 0.3 billion, i.e. 1.2% in Q3 2016, while the total trade was QR 8.8 billion (11.1%); (Table 8 and Graph 4). Exports to GCC countries comprised principally, natural gas, liquefied natural gas (LNG), natural gas in gaseous state, condensates, bars and rods of iron or non-alloy steel, polyethylene, jet fuel , sheet piling of iron and steel whether or not drilled, unwrought aluminum not alloyed, ether derivatives, sheet piling of iron and steel, rails, ether derivatives, and Diesel for engines. Imports from this region included pebbles, gravel, broken or crushed stone, camels, iron ores & concentrates, copper wires, jewelry Of gold, Ethylene, Ethylene, bars of iron containing indentations, ribs, grooves, or other deformations during the rolling process, electric cables, yogurt, liquid lusters and similar preparations, and vegetable fats and oils and their fractions. In Q3 2016, other surpluses were registered in the foreign merchandise trade balance with Other Arab Countries, QR 1.3 billion (5.5%) and Africa-Except Arab Countries of QR 0.5 billion (2.2%). A deficit was registered in the merchandise trade balance with the United States of America of QR 3.5 billion (14.5%) and with Other American Countries of QR 0.6 billion (2.3%); (Table 8). 11 | P a g e

Qatar’s foreign merchandise trade statistics refer to goods which add to or subtract from the stock of Qatar's material resources as a result of their movement in and out Qatar. Goods simply transported through Qatar (goods in transit), and goods entering or leaving Qatar on a temporary basis do not add to or subtract from Qatar’s stock of material resources and, therefore, are not included in Qatar’s foreign merchandise trade. 2. For imports and re-exports, the source is the Customs Department of the Ministry of Finance, State of Qatar. Therefore, imports and re-exports include only goods that have been cleared through the Customs. For exports of domestic goods, the exporting companies are the main source (enterprises reporting-based data). 3. Imports are recorded at their cost, insurance, and freight (c.i.f.) values, while exports of domestic goods and re-exports at their free on board (f.o.b.) values. 4. The relevant criterion used to designate trading partner countries for exports is the country of last known destination, while that for imports is the country of origin. 5. Goods are classified according to the GCC Common External Customs Tariff 2012 (GCC Tariff 2012), which is an extended version of the Harmonized Commodity Description and Coding System of 2012 (Harmonized System 2012 or HS2012) issued by the World Customs Organization (WCO). For analytical purposes, this report presents the results also by the Standard International Trade Classification revision 3 (SITC rev. 3) which is a classification based on the nature of the merchandise and the materials used in its production. 6. The foreign merchandise trade statistics are continuously revised in light of the most recent information received up to the publication of the Quarterly Bulletin. Consequently, users are notified that exports, re-exports and imports figures published in the Foreign Merchandise Trade Query System (FTQS) may be slightly different from the figures in this bulletin. 24 | P a g e

Total Trade: Represents the addition of total exports and imports. Imports: Imports are goods which add to the stock of material resources in Qatar, as a result of their movement into the country. Comprise all imported goods to the country for domestic consumption which are cleared through customs formalities, whether dutiable or exempted. Total Exports: Encompass exports of domestic goods and re-exports. Exports of domestic goods: Exports of domestic goods are goods which subtract from the stock of material resources in Qatar, as a result of their movement out of the country. These goods have been produced or manufactured, completely or partially, in Qatar. Re-exports: Re-exports are goods originally imported, cleared through customs formalities, and then re-exported without undergoing any transformation leading to change in shape or value. Re-exports are not considered to be Qatari production or manufacture. Partner Country: Imports are broken down by country of origin, i.e. the place from which merchandises have been produced or manufactured according to the established criteria to apply the customs tariffs, quantity restrictions or any other trade related measure, and exports by country of last known destination, i.e. the place declared at the moment of shipment as the country where finally merchandises will be delivered. F.O.B.: Free on board type values include the transaction value of the goods and the value of services performed to deliver goods to the border of the exporting country. C.I.F.: Cost, insurance, and freight type values include the f.o.b. value plus the freight and insurance to deliver the merchandise from the port or loading place to the port or place of arrival in Qatar. Harmonized System (HS): It is an international nomenclature developed by the World Customs Organization, which is arranged in six-digit codes allowing all participating countries to classify traded goods on a common basis. Beyond the six-digit level, countries are free to introduce national distinctions for tariffs and many other purposes. Unified Customs Tariff Code for the GCC countries: It is the adapted version of the Harmonized System forth GCC countries. It adds to the HS nomenclature two digits to form an 8-digit code classification. Standard International Trade Classification (SITC): It is a product classification of the United Nations (UN) based on the nature of the merchandise and the materials used in its production, and used for external trade statistics allowing for international comparisons of commodities and manufactured goods. Year on year percentage change (Y-o-Y): Compares the values of a time period against the values of the same period in the previous year; in this bulletin, Y-o-Y percentage change compares Q3 2016 against Q3 2015. Quarter on quarter percentage change (Q-o-Q): Compares the values of a time period against the values of the immediate previous quarter; in this bulletin, Q-o-Q percentage change compares Q3 2016 against Q2 2016. 25 | P a g e
