Below is a summary of certain details contained in these public announcements. (i) Bank Indonesia Public Announcements (August 29, 2013 and September 6, 2013). On August 29, 2013, a Board of Governors’ meeting was convened to evaluate the condition of Indonesia’s macroeconomic, monetary and financial systems, which recently have been under mounting pressures due to increasing global economic uncertainty and prolonged higher inflation expectations and perceptions on current account sustainability. In particular, the Board of Governors highlighted a number of critical developments regarding certain economic, monetary, and financial indicators, including the following: SIN-#4826891-v4 SIN#4826891 7
  7. a . Pressures on Indonesia’s balance of payments continue to persist. Based on preliminary exports and imports data up to July 2013, the current account deficit is expected to decrease to 3.4% of GDP in the third quarter of 2013. b. CPI inflation, measured on an annual basis (year-on-year), is predicted to remain high. Taking into account its realization up to July and estimates in the months to come, CPI inflation by the end of 2013 is expected to be in the range of 9.0%-9.8%. c. Pressure on the rupiah continues to persist. On August 28, 2013, the rupiah closed at Rp10,945 per U.S. dollar, a depreciation of 11.9% in point-to-point basis from the end of December 2012. Uncertainty regarding the rupiah exchange rate is expected to remain relatively high. d. Economic activity, measured by growth in GDP, continues to show a decelerating trend. Indonesia’s GDP growth for 2013 (year-onyear), is expected to be the lower part of a range between 5.8%-6.2%. e. Credit growth continues to decline in line with the decelerating of domestic economic activity, and stood at 19.6% (year-on-year) in mid-August 2013. Government securities yields have continued to increase, in part due to higher expected inflation and international interest rates. At the Board of Governors’ meeting, Bank Indonesia decided to introduce supplementary measures to reinforce the monetary and macro prudential policy mix to curb inflation, stabilize rupiah exchange rates, ease the current account deficit as well as strengthen macroeconomic resilience and financial system stability. The package of policy measures introduced by Bank Indonesia at the Board of Governors’ meeting included the following: f. SIN-#4826891-v4 SIN#4826891 8 the BI rate was raised by 50 basis points to 7.00%, the lending facility rate was raised by 25 basis points to 7.00% and the deposit facility rate was raised by 50 basis points to 5.25%;

Strengthening the rupiah exchange rate stabilization: intervention through foreign exchange supply and tradable government securities (SBN) purchased in the secondary market will be continued in a measurable fashion: (i) auctions of overnight foreign exchange term deposits commenced on August 29, 2013 (in addition to the previous tenors of 7, 14 and 30 days); (ii) a policy will soon be adopted to create certain exemptions from the short-term foreign loan requirements for certain banks; (iii) the availability of hedging instruments for banks and the business community has been improved through bilateral foreign exchange swap transactions along with regular auctions held each Thursday. Banks can now freely pass-on foreign exchange swap transactions to customers of other banks or Bank Indonesia; and (iv) the month-holdingperiod for Bank Indonesia Certificates (SBI) was reduced from 6 months to 1 month. h. Strengthening the liquidity management of the financial markets and banks: to bolster monetary operations, banking liquidity management, as well as follow-up measures for the deepening of the financial market, auctions of Bank Indonesia Deposit Certificates (SDBI) with 1-month and 3months tenor commenced on August 29, 2013. In addition, Bank Indonesia will continue to consider using term-repo instruments with underlying SBI and SBN. i. Strengthening macro prudential policy to manage credits and risks: as a follow-up measure to decisions delivered in the previous Board of Governors’ meeting, the Loan-to-Value requirement on specific types of mortgage loans will be tightened in the near future. Supervisory actions will also be taken against banks that overextend their credits. To reinforce bank liquidity risk management, LDR reserve requirements and secondary reserve requirements will also be improved. In addition, SDBI will be taken into account as a component of Secondary Statutory Reserve. j. Strengthening coordination among central banks in terms of monetary policy and financial system stability: Bank Indonesia signed an extension to the Bilateral Swap Agreement with the Bank of Japan as the agent of Japan Ministry of Finance, totalling US$12 billion, which will take effect on August 31, 2013. Discussion for similar cooperation is also being carried out with other central banks in the region.

On September 6 , 2013 Bank Indonesia announced that Indonesia’s foreign exchange reserves stood at US$93.0 billion at end of August 2013 (compared to US$92.7 billion and US$96.2 billion at end of July 2013 and June 2013, respectively), and that at this level, foreign exchange reserves were equivalent to 5.0 months of imports and servicing of government external debt (and equivalent to 5.2 months of imports without considering government external debt). Bank Indonesia stated that it believes this reserves position is adequate to sustain pressures on the balance of payments. Nevertheless, it also stated that it continues to believe certain pre-emptive measures are required, including building an adequate cushion of foreign exchange reserves. As previously announced, Bank Indonesia signed an extension of the Bilateral Swap Agreement worth US$12 billion with the Bank of Japan acting as the agent for the Minister of Finance of Japan. Bank Indonesia will continue to have dialogue on cooperation with other central banks in the region. (ii) SIN-#4826891-v4 SIN#4826891 10 Ministry of Finance Press Release (August 28, 2013). On August 28, 2013, the Ministry of Finance announced a number of new regulations pursuant to four government economic policy stimulus packages that were announced on August 24, 2013 to stimulate the national economy. The Ministry of Finance announced four regulations that provide relief and/or incentives with respect to import licenses, sales tax, value-added tax and income tax. In addition the Ministry of Finance announced that it had worked closely with the Ministry of Energy and Mineral Resources to formulate a policy to significantly reduce imports of oil and gas by requiring increased use of biodiesel to reduce the use of subsidized diesel. The Ministry of Energy and Mineral Resources set forth the new policy in a regulation, which became effective as of September 1, 2013.
  10. (iii) SIN-#4826891-v4 SIN#4826891 11 Financial Services Authority Public Announcements (August 23, 2013 and August 27, 2013). On August 23, 2013, the Financial Services Authority announced a new regulation that permits public companies to buy back a certain amount of their shares without the approval of the General Meeting of Shareholders, if stock market conditions experience certain levels of deterioration, namely a cumulative 15% drop in the Indonesian Stock Exchange’s Composite Index over three consecutive trading days, or other conditions as may be determined by the Financial Services Authority. On August 27, 2013, the Financial Services Authority announced that the deterioration of the stock market in the period between May 20, 2013 and August 27, 2013 (when the Composite Index at the Indonesian Stock Exchange dropped by 23.91%) was deemed to be a significantly deteriorating market condition that would permit buybacks under the new regulation if other requirements are satisfied.
