- Millennium Challenge Account – Indonesia Reducing Poverty through Economic Growth Community-based Health and Nutrition Project (CHNP) Director Community-based Health and Nutrition Project Millennium Challenge Account - Indonesia (MCA-Indonesia) is a trustee institution that represents the Government of Indonesia to implement a five-year (2013-2018) Millennium Challenge Corporation’s Compact Program, a major pillar of the United States-Indonesia Comprehensive Partnership and the largest single pledge made by the United States to Indonesia to date. MCAIndonesia has three projects under Compact Program: Green Prosperity (GP), Community-based Health and Nutrition to Reduce Stunting (CHNP) and Procurement Modernization (PM). MCAIndonesia goal is to reduce poverty through economic growth. MCA – Indonesia is looking for a qualified professional: Community-based Health and Nutrition Project (CHNP) Director Position Objective: Reporting to the Deputy Executive Director for Programs, the Community-Based Health and Nutrition Project Director will effectively manage: (i) the establishment and operation of the MCA-Indonesia (MCA-I) team responsible for the Community-Based Health and Nutrition Project, (ii) the coordination of the work of external partners, and (iii) the day-to-day implementation of the Project by staff and contractors to ensure that the Project is implemented on schedule and in accordance with the terms and conditions of the Compact. Duties and Responsibilities: Serve as the lead technical resource for implementation, including providing approvals for all technical deliverables procured by MCA-Indonesia; Ensure the preparation and submission of all reports, budgets, implementation plans, disbursement requests, operations manuals and other materials and information related to the Community-Based Nutrition Project required for MCA-Indonesia to effectively discharge its responsibilities under the Compact; Ensure that the Community-Based Health and Nutrition Project remains coordinated and compliant with the Government of Indonesia’s health sector and PNPM plans and any other government strategic plans, policies, and guidance issued on nutrition, stunting, sanitation and maternal and child health; Establish and maintain effective relations, and coordinate efforts with the Government of Indonesia, MCA-Indonesia, and other stakeholders of the the Community-Based Health and Nutrition Project, including relevant international donors (e.g. World Bank, USAID), international technical agencies (e.g. GAIN, WHO, UNICEF), NGOs (e.g. Helen Keller International, CARE), and the private sector; Provide public information and make presentations about the Community-Based Health and Nutrition Project to government officials, the donor community, the public, and other stakeholders of the project;
- Work with the M&E Director to coordinate and implement the monitoring and evaluation plan for the Community-Based Health and Nutrition Project; Ensure that implementation complies with the environmental and social requirements in the Compact; Coordinate the activities of the Community-Based Nutrition Project with cross-cutting practice groups including gender and social inclusion (GSI), environment and social protection (ESP), and others as relevant to specific project activities. Liaise with technical staff from the MCC Nutrition team regularly on project operations where appropriate. Ensure that work plans and budgets for the Community-Based Health and Nutrition Project, and the monitoring and evaluation of project progress, remain current and updated and comply with all current and previous agreements; Institute risk mitigation activities as necessary to ensure that implementation of the CommunityBased Health and Nutrition Project is completed in accordance with Project work plans and Compact terms; Oversee and assist with the drafting of tender documents for the selection of contractors, goods and services by MCA-Indonesia; Assist the Procurement Agent in ensuring that the technical aspects of the bidding processes for the project are carried out correctly; Assist the Fiscal Agent as needed to ensure appropriate payment for goods and services rendered; Monitor and provide feedback to MCA-Indonesia on the distribution of equipment and supplies, including, but not limited to, micronutrient packages, latrine molds and height/weight measurement equipment; Monitor and provide feedback to MCA-Indonesia on the timely provision of service provider incentives, if needed; Review and approve recommendations for the final receipt of goods, works or services and for the corresponding closing of a contract; Ensure the Compact is implemented in full compliance with Government of Indonesia relevant laws and procedures; Ensure that findings (e.g. lessons learned, best practices, assessment reports) are incorporated into subsequent project design; and, Perform such other duties assigned by the Deputy Executive Director for Programs, the Executive Director or MCA-Indonesia Board. Requirement: 1. 1 Education, experience and technical competencies: Advanced degree in medicine, public health, epidemiology, administration, nutrition, social sciences, management or related field required. Approximately ten (10) or more years of professional experience in a related field, including approximately six (6) years of demonstrated project management experience, including the planning, design, and implementation of social, nutrition, sanitation, health or CDD programs. Experience working on projects funded by international organizations. Solid understanding of common implementation risks and appropriate mitigation measures associated with donor-financed health interventions. Demonstrated experience successfully managing a team of at least six (6) professionals. Demonstrated experience successfully managing project or government budgets or contracts of at least $10M dollars. Good working knowledge about nutrition, maternal and child health preferred.
- Knowledge of Government of Indonesia laws and regulations, particularly those relevant to public health and sanitation, public consultation, and nutrition issues required. 2. Personal attributes and competencies: Strong leadership capacity and ability to clearly define the strategic direction and objectives of the leadership Ability to interact constructively and strategically with technical experts, government officials, beneficiaries of Compact projects, civil society, health care service providers, local community leaders, and private sector counterparts. Ability to work with multidisciplinary teams and institutions. Responsible and flexible attitude and capable of managing a variety of tasks. Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across sectors. Must demonstrate a history of delivering high quality projects on time and within budget. Excellent written and verbal communication skills in English. Values the continuous improvement and learning, and committed to mentoring and coaching of team member. Terms and Conditions: The appointment will be for a period of one year with the option to renew the term until the end of the MCA-Indonesia compact period, subject to satisfactory performance of services. The duty station will be at MCA-Indonesia Office in Jakarta, Indonesia, with frequent travels to CHNP locations. Competitive remuneration commensurate with skills and experience.
