This Invitation for Bidding (IFB) follows the General Procurement Notice that appeared in dgMarket, UNDB online and the MCA-Indonesia website (http://mcaindonesia.go.id/en/pengadaan/general-procurement-notice-period-year-2016-2/) on August 11, 2018 and in the local newspaper, Kompas, on August 13, 2016. 2. This Invitation for Bidding (IFB) is open to all eligible entities or persons (“Bidders”) who wish to respond. Bidders may only associate with each other in the form of a joint venture or under a sub-contractual agreement to complement their respective areas of supply to enhance their capacity to carry out the supply of goods and provision of required services and so long as any association is formed or sub-contract is entered into in accordance with the bidding document associated with this IFB. 3. A Supplier will be selected under a Competitive (CB) procurement method, the evaluation procedure for which is described in sections of the IFB in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov . 4. The Millennium Challenge Corporation (“MCC”) and the Government of Indonesia (the “Government” or “GoI”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Indonesia (the “Compact”) in the amount of approximately of US$ 600,000,000 (“MCC Funding”). The Government, acting through the Millennium Challenge Account-Indonesia (“MCA Entity” or “MCA-Indonesia”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and MCAIndonesia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact Program includes five Components: a) the Green Prosperity Project (“GP”), b) the Community-based Health and Nutrition to Reduce Stunting Project, c) the Procurement Modernization Project, d) the Monitoring and Evaluation Component and e) the Program Administration and Control. The provision of this procurement falls under the Procurement Modernization Project. In order to support the execution of LKPP’s Electronic Procurement Service i-Cloud Strategy (SPSE), there is a need to acquire additional hardware, and this will be used to: - Develop and transform the current SPSE application to be cloud ready. - Improve security. - Improve data collection and analysis. - Improve user support. - Improve the performance of LKPP’s network in anticipation of LPSE Cloud. 6. Please contact the Procurement Agent at procurement.agent@mca-indonesia.go.id to receive a copy of the complete IFB including the Letter of Invitation and the Technical Specifications and Requirements. 7. Clarifications may be requested by e-mail not later than 21 days before the deadline for submission of the Bids, so that responses can be issued to all Bidders not later than 14 days prior to the deadline for submission of Bids. 8. A pre-bid meeting will be held on December 1, 2016 at 2:00 pm at MCA-Indonesia’s Office Address as specified in the IFB, Section 2, Bid Data Sheet. 9. Bidders’ submissions should make reference to the IFB and must be received no later than January 17, 10:00 am Jakarta time at the address indicated in the Bidding Document (IFB), Section 2, Bid Data Sheet ITB 24.2(b). 2
