Book building will take place on 22nd -23rd Jun’21, followed by public subscription on 29th -30th Jun’21. The News. CM Murad Ali Shah seeks World Bank’s help to install oxygen plant, procure ventilators for Covid patients Sindh CM Murad Ali Shah has asked the World Bank to allow the provincial govt. to utilise $ 11Mn saved from various WB-assisted projects for the installation of an oxygen plant and procurement of other Covid-related equipment in the province. He said there were only 668 ventilators in the govt. hospitals of Sindh and due to the Covid emergency, the provincial govt. had planned to procure at least 500 more ventilators. The News. The Minister for Industries briefed that the purpose of the new policy is to provide affordable small cars (850cc-1000cc) as well as to promote localisation in domestically assembled cars and produce exportable surplus of auto-parts of 2-3 wheelers. The govt. is also considering providing additional custom duty (ACD) relief up to 1000cc to attract new entrants in the industry. BR. PKR PKR 8.3 SECP issues guidelines for green bonds issuance in Pakistan SECP has unveiled guidelines for corporate sector to raise funds from capital market to finance or refinance projects that contribute positively to the environment. All issuers who are eligible to issue debt securities, including sukuk either by way of public offer or private placement are eligible to issue green bonds while ensuring compliance with applicable regulatory framework. Proceeds of green bonds will be utilised to finance or refinance projects related to renewable and sustainable energy, energy efficiency, pollution prevention and control, biodiversity conservation, water management, and green buildings. Unit USD-Interbank USD-Open MKT 170.0 Govt mulls tax relief to make cars up to 1,000cc affordable Tax relief for the auto sector is expected to be enhanced for cars up to 1,000cc in the Finance Bill 2021, with the aim of promoting affordable cars and localization in the country. The Finance Bill proposed tax measures for vehicles up to 850cc including exemption of Additional Customs Duty (ACD) and Regulatory Duties (RD). Date / Period 113.0 Concealment of income tax: IR officers’ powers to arrest any person withdrawn The govt. has taken the final decision to delete all income tax provisions from the Finance Bill, 2021, relating to the powers of the Inland Revenue officers to arrest any person under the proposed Section 203A (power to arrest and prosecute) of the Income Tax Ordinance, 2001. It is reliably learnt that the decision has been taken at the top level and all relevant sections would be deleted from the Finance Bill. Following section would be withdrawn from the Finance Bill 2021: Section 203A (power to arrest and prosecute); Section 203B (procedure to be followed on arrest of a person); Section 203C (special judges); Section 203D (cognizance of offences by special judges), and Section 203E (special judge, etc to have exclusive jurisdiction).
