  1. EMBARGO : Only to be published or disseminated at 1200 hours, Thursday, 11 November 2021 PRIME MINISTER'S DEPARTMENT DEPARTMENT OF STATISTICS MALAYSIA PRESS RELEASE SPECIAL RELEASE 2 (FOR BUILDING AND STRUCTURAL WORKS) Performance Review – Indices (October 2021) The Building Materials Cost Index (BCI) (without steel bars & with steel bars) showed an increase of the entire building category, with an increase for Peninsular Malaysia of between 0.1 and 2.3 per cent; Sabah between 0.1 and 2.1 per cent and Sarawak between 0.1 and 1.5 per cent. Steel recorded the highest increase in Perak (3.4%), followed by Sandakan (2.7%), Miri (2.6%), Selangor and W.P. Kuala Lumpur (2.2%), Sibu (0.5%) and Kuching (0.1%). Meanwhile, Pahang showed the highest increase for cement with an increase of 2.0 per cent and followed by Perak (1.2%). Steel and metal sections for Miri and Sandakan also increased by 3.3 per cent and 2.3 per cent respectively. The increase in the price of building materials including cement, steel and iron materials was due to the increase in the price of coal and petroleum products globally. Prices of building materials were more expensive after construction activity resumed due to Movement Control Order (MCO) in June 2021 and four phases of National Recovery Plan (NRP) implemented by the Government. On 22 October 2021, the Government announced that all construction related activities were allowed to be opened. Following the increase in the price of building materials especially steel and cement, the Malaysian Public Works Department (JKR) suggested that Ministry of Finance (MOF) to extend the Variation of Price (VOP) until next year to make sure government projects are not affected and can be completed on schedule. Changes in Unit Price Indices (October 2021) The changes in unit price indices of building materials by region across Malaysia are shown in Table 1.
