Mutaqabbil

Definition of "Mutaqabbil"

One who undertakes the contract of qibalah or tax-farming, in which a contractor pays the ruler an agreed amount, collects taxes from the people and retains the difference. In modern parlance, it was privatization of tax collection. It was a tyrannical system. See al-qibalah.
