It was an office that historically exercised judicial as well as magisterial functions over those responsible for general administration as well as over proper operation of markets. In certain cases, the functions of this office were similar to the department of al-hisbah. As a result, at these places, the department of al-hisbah was named as diwan al-nazar fil mazalim.
