Definition of "’ard al-b‘al"

According to some, it consists of areas where the level of underground water is so high that it brings moisture to deeply sunk plant roots, while others think it is the land that is watered by a sufficient supply of rainfall. Historically, these lands were also treated as ones that did not involve human labour for irrigation. Therefore, the tax on them was the heaviest.
